Some staff won’t take responsibility because they have been discouraged from  making decisions by their seniors.

In the past they may have made decisions or suggestions  & these would have been over ridden by a senior member.

The staff therefore learn to ‘not bother as my ideas will be wiped out”

Seen that in a few companies as the loudest most dominant person took control.

So sometimes Management  may need to look at their own behaviour.
